Foundation Learning Technology Standards for All Teachers

Introduction

Technology has the potential to make dramatic and effective changes in the way teaching and learning take place. Accordingly, assisting educators to integrate technology into the teaching and learning process is one of the most important steps Illinois can take to improve education. This Committee, comprised of representatives from schools, libraries, intermediate service providers, colleges, and universities throughout the State, is charged with developing a plan for teacher competencies that can lead new and current teachers to improve their own skills, and in turn, improve student performance as a part of the Illinois Learning Standards, and our larger efforts to improve student outcomes across the State.

Existing Standards

These guidelines are built upon Illinois resources, and a growing list of State, National, and International groups that have developed standards for pre-service preparation , beginning licensure, and advanced certification in technology areas. Among these are recommendations from Committee members, and a variety of external sources, including the International Society for Technology in Education (ISTE), the National Council for Accreditation of Teacher Education (NCATE), the Association for Educational Communications and Technology (AECT), the American Association of School Librarians (AASL), as well as existing and/or proposed technology competency guidelines from the States of Colorado, Texas, North Carolina, and Wisconsin. We are grateful to these entities for their assistance in this important field of work.

 

Learning Technology Standard for All Teachers:

The educator will have, and continually develop, the knowledge and skills in learning technologies to be able to appropriately and responsibly use tools, resources, processes, and systems to retrieve, assess and evaluate information from various media. The educator will use that knowledge, along with the necessary skills and information to assist Illinois learners in solving problems, communicating clearly, making informed decisions, and in constructing new knowledge, products, or systems in diverse, engaged learning environments.

 

The following base guidelines reflect the fundamental concepts and skills that all incoming teachers must have for applying informational technology in educational settings. Per the draft recommendations of the Professional Development Advisory Groups in "Preparing Educators For the 21st Century" we recommend guidelines for all educator candidates seeking initial certification in the initial license phase, as well as continuing requirements for field work, leading to the standard teaching license:

1. Basic Computer / Technology Operations and Concepts:

The educator will use computer systems to run software; access, generate, and manipulate data; and to publish results. They will also evaluate performance of hardware and software components of computer systems and apply basic troubleshooting strategies as needed.

The beginning educator will apply tools for enhancing their own professional growth and productivity. 3. Application of Technology in Instruction:

The beginning educator will apply learning technologies that support instruction in their grade level and subject areas. They must plan and deliver instructional units that integrate a variety of software, applications, and learning tools. The following guidelines (numbers 5 - 9) are for educators who have received the initial license, and are seeking the standard license per the recommended "Preparing Educators for the 21st Century" Draft Recommendation document. The following are recommended as guidelines for completion by the educator as part of a field work or "induction" program in order to be eligible for a standard license.

5. Productivity Tools:
